In yet another history-making announcement, Haryana chief Manohar Lal Saini stated that students from Scheduled castes (SCs) and Other Backward Classes (OBCs) studying medical and engineering courses in any government college across India will now get 100% scholarships. The processing will have a special online portal in the pipeline.
This was said by the Chief Minister as he was spreading his greetings of Vaisakhi to the masses. He also paid homage to the great social reformer, thinker, and philosopher, Mahatma Jyotiba Phule, on his birth anniversary. He also paid fervent respect towards all those who lost their lives in the Jallianwala Bagh massacre, which took place at the order of General Dyer.
Major Highlights from the Announcement
1. Recently Increased Income Limit for Creamy Layer
- The state government lifted the annual income ceiling for the OBC creamy layer to ₹8 lakh from ₹6 lakh, thus keeping many families out of the welfare schemes.
2. Affordability of Educational Loans for Backward Class Students
- Backward Class-B earning below ₹3 lakh a year is now eligible to avail himself of education loans at very low rates of interest.
- Loans up to ₹15 lakh will be available for studies in India and up to Rs 20 lakh for those studying abroad.
- These loans will be charged a nominal annual interest of 4%, thereby reducing the financial burden on poor families.
3. Haryana First in Farmer Assistance
- Haryana has become the first state in India where farmers are ensured 100 per cent procurement of their crops at the Minimum Support Price (MSP), securing them in getting fair returns for their toil in the field.
4. Har-Ghar Grihini Yojana: Cheap LPG for Poor Families
- Seventeen lakh poor families receive gas cylinders for just ₹500 a month under this scheme, which encourages displacing traditional cooking methods with cleaner and cheaper alternatives.

He asked parents to advance their children’s education, calling it the “greatest tribute” to Mahatma Jyotiba Phule’s legacy. He asserted that education is the most powerful tool for social upliftment and economic progress.
